The Zambia Medicines and Medical Supplies Agency (AGENCY) is a Statutory Government Agency established by the ZAMMSA Act No.9 of 2009 and charged with the procurement of medicines and medical supplies, storage of medicines and medical supplies and distribution of medicines and medical supplies to all public facilities in Zambia. The Agency’s responsibility is carried out on behalf of Government, ensuring that essential drugs and medical supplies are available and accessible to the public. ZAMMSA ensures quality and safety of the distributed medical products through strict quality assurance protocols, including inspections and compliance with regulatory requirement.

Reports toManager – Finance

Main Job Purpose

To manage financial resources in order to ensure the financial stability, growth and compliance of the Agency by providing accurate financial insights, managing resources efficiently and driving commercial initiatives that align with the Agency’s strategic objectives.

Main Responsibilities

The main duties and responsibilities for this post are but not limited to the following:

• Financial Policies and Strategic Planning

•

Supervises the formulation, implementation and review of financial management policies, regulations and guidelines in order to provide a framework for the prudent management of public resources and adherence to statutory obligations, standards and industry best practices.

•

Contributes to the development and implementation of strategic plans for the finance function in order to provide a roadmap for financial stability and growth and align financial resources with strategic priorities.

• Budget Management and Planning

• Supervises the development of the Agency’s budget in order to ensure that financial resources are allocated efficiently to meet operational needs and strategic goals.

• Management Reporting and Financial Analysis

•

Supervises the preparation of financial reports and the conduct of regular financial analysis in order to adhere to statutory provisions and facilitate informed decision-making.

•

Supervises the periodic preparation of financial and other reports in order to ensure compliance with statutory provisions and facilitate informed decision-making.

• Cost Management and Cash Flow

•

Supervises the implementation of cost control measures and identifies opportunities for cost savings across the Agency’s operations in order to optimise the use of limited financial resources.

•

Supervises the monitoring and management of cash flow in order to ensure that the Agency has sufficient liquidity to meet its obligations and maintain operational continuity.
