Job Description

Overview

The AFGHS-Jhpiego project is funded by the U.S. Department of State (DoS) to support the delivery of lifesaving, comprehensive maternal, newborn and child health (MNCH) and malaria services across Mainland Tanzania and Zanzibar. It aims to improve service and data quality, strengthen health-system integration and resilience, facilitate effective transition, and promote local ownership and accountability for sustained health outcomes.
Jhpiego works closely with the Ministries of Health in Mainland Tanzania and Zanzibar, the Reproductive and Child Health Section (RCHS), the National Malaria Control Programme (NMCP), the Zanzibar Malaria Elimination Programme (ZAMEP), and Regional Administration and Local Government (RALG) structures to align implementation with national priorities and strengthen locally led implementation and oversight.

Position Summary

The Immunization Advisor provides technical leadership, guidance, and implementation support for immunization interventions under the AFGHS project to improve the availability, quality, and utilization of integrated maternal, newborn, and child health (MNCH) services across targeted regions of Mainland Tanzania and Zanzibar. Reporting to the Technical Director – MNCH, the Advisor works closely with the Ministry of Health’s Immunization and Vaccine Development Programme (IVDP), relevant government counterparts, and project teams to strengthen routine immunization services, improve equitable coverage, and promote integration of immunization within existing health service delivery platforms.

The Immunization Advisor provides technical oversight and mentorship to field teams and government counterparts to support the planning, implementation, monitoring, and continuous improvement of evidence-based immunization interventions. Working closely with Field Team Leaders and monitoring, evaluation, research and learning (MERL) teams, the Advisor ensures that technical approaches are responsive to regional and council priorities, address service delivery and performance gaps, and align with approved project milestones and payment-linked deliverables, supporting timely achievement and verification of results.

The Advisor contributes to the project’s sustainability and transition objectives by strengthening government leadership, ownership, and capacity to plan, manage, supervise, and monitor immunization services. This includes institutionalizing effective immunization practices within existing government systems, strengthening routine data use and accountability, and supporting the progressive transition of technical and implementation responsibilities to government counterparts to sustain immunization coverage and service quality beyond project support.

This position will be closed on October 19, 2026.

Responsibilities

  • Technical Leadership and Immunization Service Delivery
  • Provide technical guidance and oversight for planning, implementation, and monitoring of immunization interventions at national, regional, and council levels, aligned with national policies, guidelines, and project priorities.
  • Work closely with the Immunization and Vaccine Development Programme (IVDP) and government counterparts to strengthen implementation of the Reaching Every District/Reaching Every Child (RED/REC) strategy.
  • Support government-led microplanning, identification of zero-dose and under-immunized children, and implementation of targeted strategies to improve equitable immunization coverage.
  • Strengthen integration of routine immunization with MNCH and other essential health services, including facility- and community-based delivery platforms.
  • Capacity Building and Quality Improvement
  • Provide technical mentorship and guidance to field Technical Officers, healthcare workers, and regional and council health teams to strengthen immunization service delivery and adherence to national standards.
  • Support government-led supportive supervision, coaching, and performance reviews to identify service delivery gaps and implement corrective actions.
  • Strengthen regional and council capacity to plan, manage, monitor, and improve immunization services using existing government systems and structures.
  • Data Use, Performance Monitoring, and Learning
  • Collaborate with MERL teams and government counterparts to strengthen immunization data quality, analysis, and use for planning, targeting, and continuous quality improvement.
  • Monitor implementation progress against approved work plans, technical milestones, and payment-linked deliverables, identifying performance gaps and supporting timely corrective actions and verification of results.
  • Document and disseminate effective practices, implementation experiences, and lessons learned, maintaining an inventory of relevant immunization tools and approaches.
  • Coordination, Planning, and Reporting
  • Support development of annual and periodic immunization work plans in collaboration with IVDP, regional and council health teams, and other relevant stakeholders.
