Senior Monitoring and Evaluation Officer

The Technical and Vocational Education and Training (TVET) Council is established as the national apex body responsible for the regulation, coordination, quality assurance, and strategic oversight of Technical and Vocational Education and Training system in Uganda, in line with the TVET Act, 2025.

Basic Function (Summary of the function).

The Senior Monitoring and Evaluation Officer will support the development and implementation of the TVET Council’s performance monitoring and evaluation systems to track strategic objectives, programmes, projects and regulatory initiatives. The position coordinates data collection, analysis and reporting; assesses performance trends against planned; supports evaluations and learning; and provides evidence to enhance accountability, and continuous improvement within the TVET Council.

Duties and Responsibilities.

• Develop and implement Monitoring and Evaluation frameworks, tools and systems to track the implementation and performance of the TVET Council’s Strategic Plan, programmes, projects and regulatory initiatives.

• Coordinate the development, review and alignment of performance indicators, targets and reporting frameworks with the TVET Council’s strategic priorities, national TVET objectives and results-based management approaches.

• Coordinate the collection, validation, analysis and interpretation of quantitative and qualitative data to assess progress, outcomes and effectiveness of TVET Council initiatives.

• Prepare timely and accurate performance reports, including quarterly, annual and management reports, to support evidence-based decision-making and accountability.

• Monitor the implementation of strategic and operational plans, identify performance gaps, assess risks and recommend appropriate corrective actions and improvement measures.

• Support the design and implementation of evaluations, including baseline studies, programme reviews, mid-term evaluations, end-term evaluations and impact assessments.

• Develop, maintain and continuously improve M&E databases, dashboards and reporting systems to facilitate access to reliable and timely performance information.

• Conduct data quality assessments, verification exercises and performance reviews to enhance the accuracy, completeness and reliability of reported information.

• Coordinate performance review processes and reporting engagements within the TVET Council departments.
