How can you make a difference?

The output of this consultancy will be used by the Ministry of Health, Prime Minister’s Office Regional Administration and Local Government, and implementing partners to guide planning, budgeting, and resource allocation for health care technologies. Specifically, the implementation plan will inform annual Comprehensive Council Health Plans, national budgeting processes, and partner- investments in medical equipment, maintenance systems, and human resource development. Development partners and financing institutions will use the outputs to align technical and financial assistance with government priorities. The assignment will inform prioritization of investments in biomedical equipment and maintenance infrastructure, allocation and deployment of biomedical engineering personnel, establishment of sustainable financing mechanisms for equipment lifecycle management, and clarification of roles and accountability across national and subnational levels. It will also guide decisions on integration of health technology management within broader health system strengthening initiatives under the Health Sector Strategic Plan V.
Objectives
The objective of this consultancy is to develop a comprehensive, costed, and operational implementation plan for Health Care Technology Management that translates policy directives into actionable interventions across all levels of the health system. The plan will define clear institutional roles, financing mechanisms, human resource requirements, service delivery standards, and monitoring frameworks to ensure effective lifecycle management of health technologies. Further, an assessment of how the estimated costs is comparable with available and projected health sector resources, including national and subnational budget allocations, existing financing mechanisms, and potential development partner contributions, will be done.

QUALIFICATIONS / SPECIALIZED KNOWLEDGE / EXPERIENCE/ COMPETENCIES (CORE/TECHNICAL/FUNCTIONAL) / LANGUAGE SKILLS REQUIRED FOR THE ASSIGNMENT

Education

  • Advanced degree (Minimum Master) in Biomedical Engineering, Clinical Engineering, Health Systems Engineering, Public Health, Health Policy and Planning, Health Economics, or related health systems discipline

Work Experience

  • Minimum of 5 years of progressive experience in health systems strengthening, health technology management, or health infrastructure development
  • Demonstrated experience in development of national or large-scale implementation plans, strategies, or investment cases in the health sector
  • Proven track record in biomedical equipment management systems, including procurement, maintenance systems, lifecycle management, or health technology assessment
  • Experience working with public health systems in low- and middle-income countries, preferably in sub-Saharan Africa
  • Experience engaging with government ministries, subnational health structures, and development partners

Language Requirements

  • Fluency in written and spoken English and Swahili is required.
