Main purpose of job:

BHC Tanzania is recruiting for a programme and partnership manager position focussed on the Climate sector. This role involves leading on programme and portfolio management as well as supporting the use of non-programme levers (e.g. building partnerships, convening power, influencing multilaterals, leveraging wider UK expertise and mobilising private sector finance) to deliver the BHC’s objectives as the UK’s bilateral ODA budget in Tanzania reduces over the next two years.

The BHC is guided by the Foreign Secretary’s priorities (Tanzania is a focal country for Growth & Resilience and Development & Climate), the BHC’s 2026-29 Country Plan, and Portfolio Strategy.

Specifically, this role will lead on the management of funding for climate interventions. The job holder will work closely with thematic teams in FCDO headquarters and manage delivery through centrally managed programmes. The role will consider how to integrate climate support into the BHC’s new portfolio programme as a key thematic focus. It will also work with other members of the Climate Team to partner and convene other development partners including the World Bank and IMF and leverage international climate finance. The role will also be responsible for closure of bilateral trade (TMA) and infrastructure (C4G) programming by summer 2027, ensuring recommendations and lessons are taken forward.

This position is one of five programme and partnership manager roles in the BHC. The others are focussed on Portfolio Oversight, Health and Humanitarian Assistance, Education and Social Protection, and Growth and Systems Strengthening. All job holders will be expected to adapt to new and emerging needs as strategic priorities evolve a.

Roles and responsibilities:

The jobholder will be required to take responsibility for and lead the delivery of a range of programme management tasks in line with the FCDO’s Programme Operating Framework. This will include managing the programme cycle, risk, finances, engaging with implementing partners, driving forward implementation, and ensuring programmatic compliance.  The role requires the ability to build trust and influential relationships with suppliers and partners towards effective delivery. The successful applicant will work closely with a range of partners including government, multilateral and bilateral development partners, civil society and the private sector. The jobholder will also be required to support the use of other ODA and non-programmatic levers to deliver the BHC’s country plan objectives.

More specifically:

Effective management of UK ODA in line with PrOF Rules:

• Act as a first point of contact on programme management issues (financial, supplier management, risk, comms and monitoring, evaluation and learning).

• Apply best practice as per FCDO’s Programme Operating Framework (PrOF) and Financial Management Guidance.

• Develop and maintain comprehensive programme delivery plans.

• Conduct and refresh due diligence assessments (DDAs) as required, drawing on multiple sources to identify and analyse risk exposure and put in place appropriate controls and mitigating measures.

• Work with commercial leads to ensure robust contract management and focus on value for money principles.

• Lead risk discussions with programme partners and update risk registers.

• Ensure key risk management tools (DDA, delivery chain maps, fraud and safeguarding risk mapping) are used to manage programme risks.

• Support revision of the programme results framework and theory of change.

• Support the collection of key data on impact and results, including through field visits.

• Contribute and/or lead formal programme performance reviews (Annual and Programme Completion Reviews).

• Support the development of the BHC’s new portfolio business case and a new delivery model.

• Ensure all project data is loaded onto FCDO systems: HERA, AMP and DevTracker.

• Ensure programme lessons are learned and disseminated across the mission.

• Ensure strong financial management, including forecasts, and in year budget management.

Managing Partnerships

• Work closely with thematic teams in FCDO headquarters to shape and manage delivery of centrally managed programmes in Tanzania.

• Engage with FCDO Communities of Expertise to harness UK expertise where relevant to support delivery of BHC objectives in Tanzania.
